China harnesses cloud computing to modernize governance

As China advances its digital transformation, cloud computing is playing an increasingly vital role in modernizing governance and driving cross-border digital collaboration, particularly among Shanghai Cooperation Organization (SCO) member states.

"IT exists to improve efficiency," said Ma Xiaoyong, a senior executive at Inspur Communications in Tianjin, in a recent interview with China News Network. "New-generation technologies such as big data and cloud computing are reshaping government operations by enhancing resource utilization and system responsiveness."

In China's push to digitization, cloud platforms have enabled various government departments to integrate resources and streamline service delivery. According to Ma, centralizing IT infrastructure through cloud computing significantly reduces costs while improving the precision and speed of public services.

China's digital economy now ranks second globally, contributing nearly half of its GDP, according to the Ministry of Commerce. Against this backdrop, governments at all levels are accelerating the use of cloud-based solutions to modernize administrative processes and enhance interdepartmental collaboration.

"Information centralization not only improves efficiency but also enables the reuse of service functions," Ma explained, noting the emergence of a more coordinated and low-cost governance framework.

As digital governance gains momentum worldwide, more companies such as Inspur are leveraging technological innovation to support smarter governance solutions and strengthen digital ties with SCO member countries—paving the way for a more open, interconnected, and shared digital Silk Road.
